1. Legal Requirement
Under the Road Traffic Act and Protected Areas and Protected Places Act, you have to be at least 18 years of age and possess a valid Airport Security Pass before you can apply for the Airfield Driving Permit.
2. Procedure to obtain an Airside Driving Permit - For drivers with Singaporean driving licenses
You must first pass the Theory Test (Airfield Rules Test). This test is designed to test your knowledge of the rules and regulations of the airside, radio-telephony communication procedures and the Civil Aviation Authority of Singapore (Changi Airport) By-Laws 2009.
The first step towards passing this test is to understand the contents under the syllabus of the Airside Driving Theory Handbook. A copy of the official handbook can be purchased from the Airside Driving Centre at $2.00. You can either self-study or enroll as a student in one of the approved training centres.
Upon passing the Theory Test, you can book for the Practical Driving Test (Airfield Driving/Safety-Compliance Test). The Practical Driving Test will be conducted by a Driving Examiner and your employer must provide a motor vehicle which is suitable for the test, in good mechanical condition and properly insured. Upon passing this test, you will immediately be issued with the Airfield Driving Permit in the form of a plastic card license. Applicants do not need to bring a photograph of themselves.
Airside Driving Permits can have a validity of a 1-year or 2-year period.

For all foreign driving license holders (except Malaysian driving license holders)
With effect from 1 November 2011, all foreign license holders will be issued with an Airfield Driving Permit (ADP) that is valid for 12 months. At the end of this period, drivers (except Malaysian driving license holders) must produce their Singapore state license to qualify for the renewal of the ADP.
All Malaysian driving license holders
With effect from 1 October 2011, all Malaysian driving license holders will be issued with an ADP that is valid for 12 months. At the end of this period, all Malaysian driving license holders must produce proof that they have passed the Basic Theory Test (BTT) to qualify for the renewal of the ADP.
Drivers should note that the validity period of their renewed ADPs will depend on their last date of attendance of the Airfield Rules and Regulations Refresher Course. As per current practice, drivers must show certificates to show that they have attended an Airfield Rules and Regulations course every two (2) years after they have passed the Airfield Driving/Safety-Compliance Test (ADSCT). Please refer to clause 2.2 in the Airside Driving Theory Handbook.

Scenario for ADP holders (with non-Singaporean driving license), whose ADPs were issued before 1 November 2011
Driver will be allowed to renew his ADP at the end of the six (6) months validity period. He will still be given a validity period of 12 months on his renewed ADP to allow him time to convert his license to a Singapore State license or obtain a BTT (if he is Malaysian).
Scenario for ADP holders (with non-Singaporean driving license), whose ADPs were issued after 1 November 2011
Drivers will be issued with an ADP with a 12-month validity period.
4. Booking of Tests
Please book the Theory and Practical test dates with the Airside Driving Centre in advance.Theory tests are conducted daily at the Airside Driving Centre. They are available in English and Mandarin.
Practical tests are also conducted daily in English. Both theory and practical tests are booked by appointment only.

6. Renewal of Airside Driving Permits
ADPs can be renewed only three months (93 days) before their expiry. Please do not apply for ADP renewal if there are more than 94 days before your ADP’s expiry date.
To renew your ADP, you must have attended an Airfield Rules and Regulations Refresher Course (ARRRC) within the past three (3) months (93 days) and the ARRRC certificate should be dated within the last 93 days. Your ADP may then be renewed for 1 or 2 years depending on your preference.
However, if your ARRRC certificate was issued within the last 16 months (496 days), you may only renew your ADP for a period of one (1) year only.
ADP holders with ARRRC certificates issued more than 16 months ago (i.e. 497 days or more ago) will not receive renewal of their ADPs. Kindly approach the approved Training Centres to attend the ARRRC.
